Finding a problem after goods have arrived in Europe is expensive: return freight, replacement lead times, project delays and sometimes penalties. A pre-shipment inspection (PSI) moves the quality check to the factory, when problems can still be fixed. This checklist explains how to organise one for industrial and electrical products.

Sampling with AQL

Most inspections use statistical sampling based on ISO 2859-1 (AQL tables). You agree in advance:

  • the inspection level (General Level II is common);
  • acceptable quality limits for critical, major and minor defects (for example 0 / 2.5 / 4.0);
  • what counts as each defect category for your product.

Write these into the purchase order. An inspection without agreed criteria leads to disputes.

Product-specific checks

Cables

  • Sheath printing: type designation, cross-section, voltage, standard, manufacturer and length marking.
  • Dimensions: overall diameter, insulation and sheath thickness on cut samples.
  • Conductor: number and diameter of wires, and a conductor resistance test.
  • Drum labels, lengths and drum condition; CPR labels where applicable.
  • Factory test records (spark test, high-voltage test) for the batch.

Lighting

  • Power consumption and power factor at rated voltage.
  • Light output and colour temperature on a sample (or comparison with a golden sample).
  • Driver brand and model, surge protection and IP sealing.
  • Labelling, CE marking, WEEE symbol and instructions — see our street lighting guide.
  • Function test and burn-in records.

Mechanical and bulk handling parts

  • Dimensions and material against drawings (for example bucket dimensions and thickness for elevator buckets).
  • Material certificates (EN 10204 3.1 where requested).
  • Surface treatment and coating thickness.
  • Fit check with mating parts where possible.

Documents to verify at inspection

  1. Packing list against the order.
  2. Declaration of Conformity, test reports and certificates — see our CE marking checklist.
  3. Origin documents if you claim preferential duty.
  4. Marking and labelling in the required languages.

When goods fail

Agree the process before the inspection: rework and re-inspection at the supplier’s cost, sorting of the lot, or rejection. Photographs and a clear defect list are essential. For recurring problems, ask for a corrective action report and consider a during-production inspection on the next order.

Packing for European delivery

Check that packaging suits the route — sea, road or multimodal — and the receiving site: pallet sizes compatible with European handling (for example 1200 × 800 mm), heat-treated wooden packaging marked to ISPM 15, drum sizes that site equipment can handle, and labels readable by the receiving warehouse.
